This is a riddle about someone skipping rope.  Normally, there is plenty to dread when holding a snake by tail and head.  But if the snake is a jump rope, then the danger is naught.  A heady alternative answer for this riddle is the mythological character, Medusa, with her snakey hair.  Or taking the clues a more playful direction, someone thought of a feather boa.

New riddle
Like a mouse his fur is brown
Still and silent, small and round
Seedy fellow, are you well?
Pale and green, it's hard to tell
