Levinson says this is as shameful and antidemocratic as the academic achievement gap targeted by No Child Left Behind.  In her book, No Citizen Left Behind, She argues that students must be taught how to upend and reshape power relationships through political and civic action.

Levinson calls on schools to remake civic education. Schools should teach collective action, she says, by openly discussing the racial dimensions of citizenship, and engaging their passions against contemporary injustices.
