A WIND WILL HOWL... Read the full description.

Br_logo_small A wind will howl
And cause a fowl
To raise up many peaks.

This is a riddle about goose bumps.   The clues are pretty obscure, as evidenced by the fact that no one guessed it.   We usually associate goose bumps either with the cold or with a spine-tingling experience.  So the first clue, about the howling wind, I hoped would bring either of these to mind.   But apparently it didn't.  And attempting to prompt the word goose, I suggested a fowl.   But alas, the peaks I raised weren't goose bumps, but shrugging shoulders.

NEW RIDDLE:
A dragon fly
Except my wings
Are found atop my head.
