Halloween is upon us. This uniquely American holiday brings families out into the streets. This can be just the trick and treat to calm traffic in residential neighborhoods. Should we have Halloween more often?

David Engwitch is a Traffic Calming expert. Author of the new book Mental Speed Bumps, he has used creative thinking to ease fast traffic through residential neighborhoods for 15 years.
