Oh tell me why

He speaks of what will be.

This is a riddle about a turn signal on a car.   It's a tricky riddle because even though it's describing something mechanical, there's something in the phrasing that makes it hard to let go of the idea that it's about a person -- a politician on the campaign trail, a TV weather forecaster, or even a genie at the boardwalk.   But my favorite alternative answer is about someone blinking an eye to peer through a microscope at the results of a medical test, foretelling what will be.
