"Make it out of steel," the cement companies will say, "Make it out of

cement" and the historic preservationists will say, "Make it out of

something that's already there."  Each one is trying to influence the flow

of money.  We'll ask, "Who is trying to influence the flow of money when

it comes to building housing for the homeless?"
