According to the best estimates, Kansas City has more than 13,500 homeless

people but fewer than 3500 beds of all types for them to sleep in.  What

should Kansas City do for the ten thousand who are left out in the cold?

Are humanitarian policy and fiscal policy at odds?  We'll ask those and

other questions of the vice-chair of the Kansas City Task Force on

Homelessness and the Kansas City chief of police.
