This riddle is about a multi-story house or an apartment building.  Like many riddles, it's built around a play on words:  in this case, stories.   We commonly think of stories as some sort of narration, so the first two lines of this riddle, about having stories that can't be told, might bring to mind a locked diary or a legend of some kind.   It's the clue about dwelling -- stories in which people dwell -- that's likely to put you on the right track.   You might argue that people do live on in stories, but it's not as strong an answer since it bypasses the word play.
