In the past several years, development aid to Sudan has increased dramatically, from 230 million dollars in 2002 to 1.8 billion in 2008. But what is this aid money actually doing, and how much is it helping the country develop in the long term? To answer these questions, Laura Wang talks to Raymond Hopkins, Professor Emeritus of Political Science at Swarthmore College and an expert on food aid and development in Africa.
