The US Congress has just approved a military aid package for Mexico. The money will buy helicopters, surveillance equipment and training for Mexican soldiers deployed against Mexico's drug cartels. But the aid will only come with human rights certification by the US of the Mexican Army. Mexicans are insulted, reasoning the US has no rationale for monitoring what many consider to be one of Latin America's most professional armies. Mexicans are particularly galled because the war they are fighting is against cartels whose reason for being is to supply the world's number one drug consuming market, the US.
