More than for all other drugs combined and more than for all violent crimes combined. Twelve states and dozens of counties or municipalities have enacted marijuana decriminalization or made access to medical marijuana legal. This makes for a very complex legal status for marijuana. HR 5843 is the first time Congress has looked at any revision to marijuana penalties, on a federal level, since 1978. Congressman Frank has been blunt about his support for Marijuana reform in venues such as Real Time with Bill Maher on HBO. In this interview his discusses the bill and its implications in-depth.
