The former North Carolina senator was a featured speaker at the Iowa State Association of counties fall conference in Des Moines. Edwards says congress and the white house have failed to provide adequate funding for special education and mental health treatment. He says he would relieve some of that burden by providing more money for special education and adopting universal healthcare. Edwards says that would not only cover mental health treatment, but also cut costs for county hospitals currently forced to treat the uninsured. He also pledged bonuses for teachers willing to work in rural areas and a greater investment in high speed internet capacity.
