Republican presidential candidate Mitt Romney says he can deliver heath insurance to all Americans by the year 2012. Romney was the guest speaker at Des Moines University. He says as Governor of Massachusetts he pushed through legislation that reduced the number of uninsured by nearly two-thirds. Part of the plan required residents who could afford insurance to buy coverage or face penalties. Romney says this encourages personal responsibility. For those who couldn?t afford insurance, he says the state provided coverage for a small fee based on their income.
