More than 30 years ago, Seattle became one of the first cities in the nation to create a public art program. From electrical substations to manhole covers, public art is almost everywhere you look in Seattle. And our region has become a national model for public art. In the second part of our week-long series, "Going Public", KUOW?s Marcie Sillman reports on Seattle's pioneering public art program, and a lawsuit that could force some major changes.
